July Fourth!! what a day! A follow up to 10-28-23...thought i saw the pair before. The sparks are flying! Like to suggest Star Spangled Kid & Captain America by themselves..title?? Seeing Stars!(what else? The Captain & the Kid?) Rally Ho!!!
Characters so obscure, I'm not even sure which ones are owned by which publishers!😉

@Daviticus: The Star-spangled Kid and Stripesy are from National Periodical Publications (one of the Golden Age forerunners of DC) and the Madeline Joyce version of Miss America is from Marvel's Golden Age predecessor, Timely Comics.
Has this 'Miss America' ever met her Quality Comics (& subsequently DC) namesake?
