I think the whole thing with the Robins is the devil-may-care, adventuresome, adrenaline rush. This shadowy figure dresses them up as a bulls-eye, so they can be a distraction while The Dark Knight kicks @$$. Ha!
I think Batman is the only one that takes it all seriously. All the other members of the Batman Family enjoy the Thrill of the Adventure.

Commissioner (probably Sargent at time) Gordon and BP's father had a pact. I cannot imagine what it is.
As for Robin, my understanding has been that the original idea was that he dressed in bright colors as a dare for criminals to shoot at him, though he could always dodge their shots with his impressive acrobatics. I've thus assumed that Dick Grayson as (at least in his two pre-COIE and first post-COIE incarnations) has a super-power: a sort of super-luck that keeps hostile projectiles from hitting him, or at least from doing too much damage. That would also partially explain Jason Todd's death: he didn't have that super-power, but acted like he did, and it enabled the Joker to kill him. Tim has better sense; I'm not sure about Damian.
@Ross: I'll have to agree with you, re: the hair. That's one of the lesser reasons why BATMAN & ROBIN (with Clooney and O'Connell) failed at the box office. Alicia Silverspoon wanting to show off her blondie locks!
As far as today's cover? That would certainly make for a fascinating back story in the real world. DC and Marvel would even have a built-in connection if they used that public domain jungle heroine from the Golden Age; Nyoka Gordon!
If the cowl covers too much, you can't see the actor....
Practical Hollywood matters take precedence over source accuracy.
There was nothing practical about Clooney's Kevlar Bat-nipples! And, in that regard, source accuracy should've trumped Hollywood every which way from the proverbial Sunday.
