I can see them getting together via Ted Grant's having once coached Happy Hogan during the latter's short-lived boxing career.
There's also Eddie March. Another former prizefighter who was nicknamed "Iron Man" for his seemingly inexhaustible stamina in the ring. And who was briefly trained to be Tony's successor as the Golden Avenger!
And both were accidentally mutated (on separate occasions) into a Hulk-like figure called "The Freak" because of a somewhat faulty piece of medical technology known as the Enervation Intensifier Ray. So, I'm wondering if that might be the case for these two teaming up against the police, here. Could Pepper Hogan have become...a She-Freak?

I'm shocked no one has mentioned your use of his cool Cat-Cycle (which I'm sure could use some Stark upgrades).
Madame Masque & the Huntress would make for an interesting (& rare) villainess duo in the future for them to take on.
How about the Hispanic female Wildcat teaming up with War Machine as a different spin on this power set/duo? A couple of 80s Helix members could give them some problems.
