Let me guess. Latveria was devastated by the running battle between Infinity, Inc. and Mr. Universe way back in STF #4900 @ September 12.
That might also explain why Doom tried to use the Infinitors as pawns, in another attempt at world conquest, twenty-three issues later.
I could see John doing this as a service to the Latverian people, and Victor turning to him for his skills to help build infrastructure after a devastating event. And I could see John keeping Victor at arm's length, expecting some form of betrayal in the works. The question is, does Victor have such a scheme, or is he on the up-and-up this time?
Victor Von Doom prides himself on being a man of honor. But, when the "greater good" of Latveria cannot be fulfilled by the honoring of a promise, then he won't hesitate in the slightest to "pragmatically" (= expediently) break his word.
On "Criminal Minds," that would get him profiled as a narcissistic sociopath.
