The Outsiders was never "broken". I got the impression that DC went around trying to "fix" things. Lex Luthor's Infinity, Inc. and a bunch of different Outsiders line-ups... The downside of creating new characters is that they just get tossed aside. I liked Katanna when she was a hero - I guess now she's a villain... Personally, I would have loved to see Deadman, The Demon, Plastic Man... maybe Rose and The Thorn, Black Orchid and even Black Canary and Green Arrow used in the classic The Outsiders.
The Outsiders (for me, at any rate) began to lose their way a bit with the addition of what were -- again, solely in my own estimation -- D-list characters, such as the Atomic Knight (what was *that* all about...?) and Windfall, during their first incarnation; and then really went off the rails, during Outsiders 2.0, with additions like the Eradicator, and the big bear guy whose name I can't even remember any longer.
I'd go back to the team's basics (Batman leading a small, focused group of oddities and outcasts), and their original mission statement ("To Live Outside the Law, You Must Be Honest"). But that's just me, though.
Fixing what was never broken in the first place is now referred to as George Lucas Syndrome. It first manifested itself with "Crisis On Infinite Earths." And DC has been overcompensating for that ill-advised story arc ever since. Especially when it comes to the backstory of the mainstream Power Girl!
For me, though, the Outsiders jumped the shark when they turned Looker into a vampire. What was up with that?! If they wanted to add a vampire to their ranks, after Batman resigned (in protest of their wanting to become more internationally interventionist), they should have just recruited Andrew Bennett! Now, there was a guy who was considered an outsider...even by other vampires.
As for today's cover? This wouldn't have been so far-fetched as a real-world crossover story. Taking inspiration from Action Comics v. 1/#410, Violet Harper could've been written (just for that limited series) as the corporeal half of twin siblings born to Zefram Cochran and the Nancy Hedford/Companion amalgam. With the Aurakle being her sentient energy-based sister! But, the Companion's people disapproved of such a mixed marriage (especially to one they had exiled), and retaliated. Compelling that mysterious-but-well-meaning busybody, The Traveler, to come to the rescue.
Organic sister was adopted by a couple named Harper (distant relations to Roy?). With energetic sister invisibly remaining close by as guardian angel.
nice to have people who not only know the characters, but multi back stories as well. Da' Plane! Da'Plane!!
Just out of curiosity is Halo Jim Aparo or Alan Davis (before she got her haircut)?
I just realized that issue #5100 will be on March 31 -- one day before April Fool's Day.
So, I suggest that #5101 feature a crowd with Ambush Bug, Deadpool, the Tick, the Mask, Ol' Mater, Roger Rabbit, Launchpad McQuack, Hong Kong Phooey, and Maxwell Smart among those at the front, with Max saying, "Missed it by that much!"
(Deadpool: "You can say that again!" Max: "Missed it by that much!")
Further back in the crowd, you could have such figures as Judge Dredd, the Punisher, Spawn, Azrael, et al.
Just one question, though; who's Al?

OK, that origin for Halo is khest'n genius.
Well, I'm offering it free of charge. So, yeah, it's khest in the economic sense. ;-)
Mike W. Barr, bless his heart, just ran out of ideas- like Marv Wolfman did with the Titans. But who knows what was happening behind the scenes at the DC offices, or creative control pressures he was facing. So much was left on the table- like further exploring Katana's origins and the mystical properties of her sword! And Looker was a useless new addition in my opinion.
