Supergirl and Spider-Woman are about to hit the big screen, although as variants in each case. Issa Rae will be voicing Spider-Woman Jessica Drew from another universe in Spider-Man Across the Spider-Verse, and then a couple of weeks later Sasha Calle will star as an other dimensional Supergirl in The Flash. From what I have seen, both look to be impressive. Still, I hope we will get to see the versions we know from the comics in the theaters at some point down the line.

Hmmmm! That structure at the top looks like the sail of an ancient Roman galley. And the tower, itself, resembles a frozen waterspout! Are we, perhaps, looking at a hydrokinetic construct of some kind? That is; telekinetically hardened water a la Silver Age Mera's people, the Xbellians? Perhaps even Mera's villainous Silver Age twin sister Hila and her lover Kan-Dor?
I mean, let's face it. Nobody--least of all, comic book Mera--has "Heard" of them since the end of Aquaman's original mag.* But, post-Doomwatch, the DC metaverse might now be composed of up to 52 multiverses! So, it's conceivable that readers might be hearing from them, again.
*Yes, Mr. Greenwade, the pun was intended. ;-D
Given that she's wearing the Early Silver Age costume, I would speculate that the events depicted on this cover predate STF #152 (where the Danvers sisters reunited for the first time). A not-unreasonable guess seeing as how Ms. Marvel's costume, from that period, is almost contemporaneous with Spider-Woman's costume!
The next crossover should be Monster Allergy and The Maxx

I'm guessing that the background, as well as the image of Supergirl, was originally from a Supergirl-Batgirl team-up.
@Bob: I thought it might be the name of the self-styled Roman personage. Like "Distopia Rex: Empress of Chaos!"

A disco with an extended balcony? Not in the city?? Sounds normal. Linda Lee could have been there all innocent while Spider-Woman was undercover investigating. They
catch her, throw her off an unused area.....unused area?? Good luck finding that.
The balcony was closed...can't Spider-Woman glide? Supergirl hears something and her X-ray vision does the rest. Now, who's doing it is a whole different issue.
i hope Ms Drew wasn't feeling embarrassed about being a pushover. Happens to the best of crime fighters.
