Operation: Hawk!

I like the idea of a Manchurian Candidate type of superhero team.  That is to say, a group of heroes that don't even realize that they are part of a covert team until they hear a secret phrase that springs them all into action.  Not only would you have the fun of high-stakes action, there would also be the ongoing mystery of how the team was formed in the first place.
