I just read that Doc Samson's costume was a homage to Captain Marvel's (the original Billy Batson version). How about getting Doc and Billy together so Billy can make a forceful compaint about sartorial theft?

If the shrinking is literal, and not just the result of using something akin to Mysterio's hallucinogenic gas, then I'd say Hugo has employed a Pym-particle beam. Perhaps one obtained by Elihas "Egghead" Starr via that other criminal psychologist, Johann Fenhoff...aka Dr. Faustus!

The story's title makes me wonder: Is there a shrinking character anywhere in comics who is also a psychiatrist or psychologist?
