You ask a great question: how vulnerable is Rex to electricity? Would he need to consciously ground himself first? Teaming him with Moon Knight should produce some fascinating vibes!

Hmmm! This might explain why MK has been missing from the last several covers featuring the Elongated Man. He's being held captive someplace! Perhaps by whomever hired Bolt and Electro.
How about Electro & Bolt vs. Black Lightning & Static?
I think BL & Static would make a good team, like all those JLA/Teen Titan mentor-and-sidekick teams.
I'm betting it's the Living Pharaoh.
@Tobor: Rex's susceptibility to electricity probably depends on what he's made of at the moment. Most metals are made (so to speak) to conduct electricity, so they'd probably go right through him. Certain other elements are good enough insulators that there too electricity would have no effect. Certain others, though, would be highly vulnerable and melt or even explode when subjected to enough electricity.
As for that Egypt-connected team, add Scarlet Scarab and all that's missing is some third-company hero. (Ideally, though, I think that the Hawks in question should be the Golden Agers in their Silver Age headgear.)

There are at least three stories I can think of in which Rex was (involuntarily) hacked into pieces, and needed a massive electrical charge to pull himself together. So I think the Electrodynamic Duo is in for a shock themselves.
I think one-half of that duo would be in for an even bigger shock to find out his long-lost brother is also a member of the Rogues Gallery of the Central City Flash. I mean; how could anybody possibley "Top" a Dillon Brothers reunion?
