What more common ground could they have than to turn The Presence into a permanent absence?
This story looks like it probably takes place in the 1980s, at which time a teaming-up like this would've been not only possible but likely. Current events would make such a team-up the stuff of pure fantasy. (Then again, superhero comics are basically tales of fantasy, so a good writer could find a way.)
After this, Uncle Sam could get together with Captain Universe, Aunt May.
She may...or she may not. ;-D
Sam does have his work cut out for him on several levels.
Sam could feel if things work out right, maybe those soldiers will be more open for futur team work.
Uncle Sam likely spent some time in USSR during WW II and will get some respect from Soviet/Russian heroes if Uncle Sam and Soviet Super Soldiers come from same world.
I think Uncle Sam can get his power from any form of patriotism, making this a even nicer team up.
