The line up for the Thunderbolts movie has been announced, and with a line up that includes Yelena Belova, Red Guardian, Taskmaster, The Contessa, Winter Soldier, USAgent and Ghost, it feels like it will pretty much be a sequel to Black Widow, with a few other characters thrown in. I would have preferred Marvel started with the Citizen-V led team of masquerading villains from the comics, but it will be interesting to see what is done with this group.

I recognize a couple frames of that artwork. From the "Acts of Vengeance" story arc, right? The subplot involving Magneto finding out the Red Skull was the real ex-Nazi deal (and not that Algerian-based poser) was one of the highlights of that epic!
As to the Citizen V-ersion of the Thunderbolts not making it to the big screen, first? I think Marvel Films is just being cautious...and justly so. The movies that came out this past summer were more lackluster than blockbuster. "Thor: Love and Blunder" especially! How I managed to sit through that, to the ending credits, is beyond me.
So, if I were a screen writer for MF, I'd use the line-up you cited to bring the prototype of the T-bolts, together. With their success leading to the emergence of the fake Citizen V and company as what I've come to call "a sneaky epilogue."
I've lost track of Marvel news, so this is how I found out about the Thunderbolts lineup, and I think it looks good. Two individuals who I would've liked to see are Red Hulk and Abomination, but with William Hurt no longer with us and Emil Blonsky off with his seven soulmates, those are pretty unlikely.
I just learned that Ghost will also be in Quantumania, which makes me look forward to it more than ever. I love seeing Hannah John-Kamen at work.
If She-Hulk works out on tv, Marvel could say goodby to Mark Ruffalo as Bruce. Imagine the savings to them.
After the multiverse with Spidy and Doc Strange, people may want more.
I'd like to see a Spidey sequel that introduces the Circus of Crime. Imagine the Ringmaster brainwashing the webslinger into becoming Princess Python's virtual love-slave! ;-D

I'm surprised--almost shocked!--that nobody's commented on the possible motive for this cover's unusual alliance of convenience. So, I'll start the wild guess-ball rolling. BW's old friend, Ivan Petrovich, is in trouble again; and she's coming to the rescue out of pure old-fashioned loyalty. The source of that trouble? Stalnoivolk and Omega Red.
Hence, the recruitment of Deathstroke.
