FYI: Herman Schulz, the original Shocker, used sonic vibrations to weaponize concussive blasts of air ("shock waves") when he first went up against Spidey. The only electricity involved was in the micro-circuitry used to generate those vibrations.
You might be thinking of the bio-electrical mutant, Randall Darby, who initially used that same alias while he worked for Magneto as part of Mutant Force.
