I realized that I had yet to present a meeting between the baddest bald businessmen in comics on this blog, so it is time to rectify that oversight. (Correction! they did meet before - in STF #2556!) I don't see any way that these two would ever get along - whatever truce they strike is certain to be broken by one of them. One town is certainly not big enough to have them both operating in it at the same time. Who do you think wins this battle?

Luthor regularly goes up against a godling from an alien galaxy.
Fisk battles with a highly-perceptive acrobat-ninja.
I'm going to weigh in on Lex for this one. :-)
Lex is smarter and richer. Wilson is better at staying out of the spotlight, but that's really his ONLY advantage over Lex, and I cannot see that helping him directly or indirectly against Luthor for long. Maybe he could manipulate Tony Stark and Victor von Doom into going after LexCorp on a large scale, and in the confusion, he could acquire the small LexCorp subsidiary that was his true objective the whole time... but Lex would still go after him and get it back eventually.
Forgotten - Lex was President of U.S., leader of Legion of Doom.
Could Lex take on Spider-Man and win? Probably.
Could Fisk take on Spider-Man and win? Not much.
Could Fisk take on Lex? Surprise him somehow, maybe. Could Lex recover?
If not dead, Lex would recover and do more than fight back.
Back when Kingpin had been briefly deposed as Numero Uno crime boss of NYC (by an alliance between the Lupo Maggia fmaily and Hydra), he managed to manipulate his lesser rivals into uniting against Don Lupo. It took Spider-man, Daredevil, Capt. America and several others to stop them from invading Lupo's seat of power in Manhattan.
With Kingpin soliloquizing from somewhere safe about what a master puppeteer he was.
That being said, I don't think it would take long for someone of Luthor's brilliance to recognize who was trying to manipulate him. After all, this is the guy who engineered the Gotham City Earthquake...just so he could lay the foundation for his ultimately running for POTUS! That, in turn, would lead to some kind of physical show-down between them. And Kingpin is quite a formidable hand-to-hand combatant. Especially, at sumo wrestling!
So, Luthor would have to give himself an edge.
Now, it was demonstrated (just before the "Spidey Back In Black" story arc) that Kingpin is no match for a Spider-man who has decided to take off the proverbial kid gloves. So, Luthor would probably have to exert the same level of super-strength using that purple-and-green outfit of his. The "exo-skeletard" as I like to call it (for my own convenience).
If, however, Luthor is narcissistic enough to believe that actual physical combat is beneath him, then he might try to symbolize that...by shrinking Fisk. Probably with a plagiarized Pym-particle beam!
I apologize if I was over-analytical. But, that can happen when your cover-sims inspire so much food-for-thought!
Luthor has used shrink rays before, but usually gives Brainiac a shout-out for it.
When not face-to-face, Fisk wins. Once things get personal, though, Luthor would prevail. My prediction, though, is that they damage each other so badly that they really both end up losing. (And I think much of Cary's analysis would come into play.)
On another topic, I'm looking forward to seeing how often we see Matt Murdock and Wilson Fisk in future MCU projects. By my understanding, Matt is confirmed for the She-Hulk series, and both are strongly rumored for Echo. And while the story behind the next Spider-Man film hasn't even been decided internally, I know that a good number of people would love to see Spidey go up against Kingpin (Tom Holland and Vincent D'Onofrio among them).
And on a third topic, this outfit of Luthor's is arguably his most garish ever. The combination of purple and green seems to be a frequent combination in comics, though, and I'm wondering if a team couldn't be made from it (as if it was some kind of uniform).
It also revives my wish to see Edna Mode and the Sixth Doctor.
They did meet back in issue 2556 with that terribly punderful title "Owin' Wilson!"

A great mismatch, on the surface. Maybe this Fisk has a collider like the Kingpin had in the Spider-Man: Into the Spider-Verse. That might give him the edge. Have you ever had the Spirit (Denny Colt) take on the Kingpin? That would be a more "even" street level story.

Not sure. But, the original title was probably "Hornhead Takes A Time-Out."
