There are a bunch of different artists on this one. Al Pratt here is by Jerry Ordway & Mike Machlan - Ordway's renditions of the JSA members are always a treat to see, as is his art on anything. I don't know what I want to talk about first. According to the press, the Ex-Captain Atom now Hawk made into Extant? Such memories. Such a fantastic story.
Flash, Atom, and Daredevil meeting? Not a FAD type situation I hope. And Flash stoned? I could see Jay like that.

From the looks of Atom, this could be a Silver Age adventure, taking place shortly after Daredevil went all-red and well before the other two heroes went into full retirement.
As for Grey Gargoyle, I didn't recognize or remember him until I saw the name in the tags. Then I thought, he'd be an interesting for to put up against the animated Gargoyles (the ones led by Goliath). His chosen name plus how his powers interact with the Gargoyles' would make for an interesting story, if nothing else.
But that wasn't before I thought: How about Batman (and/or Dick Tracy) vs. Tombstone?
How did the Grey Gargoyle even get close enough to petrify the Golden Age Flash? Was Jay a little _too_ confident in his super-speed? Or, as you have three superheroes on the cover, are they facing the Masked Marauder's android, the Tri-Man? With, perhaps, one of the other two "contributors" being Speed Demon?
Please do not give these questions the Vic Sage Brush-off!
@Cary: Judging from Jay's pose, I'd guess that GG caught him completely unawares.
@Bob: then maybe the 3rd "contributor" (again, if we assume this is the Tri-Man instead of the real GG) is the Taskmaster. A guy able to read and imitate the body language of others. Come to think of it? That'd make for a great cover in itself.

The Taskmaster would probably drink a gingold fizz (stolen from Ralph Dibney).
OT: Say, there's a character idea: a villain who steals the source of heroes' powers, like gingold, Miraclo, power rings, and so forth. I don't think it's ever been done.
You are correct, sir. The closest Marvel, itself, ever came to doing that was the rather morbid mutant who called himself...Dead Ringer.
I say morbid, because his mutant power was assuming the likenesses and powers of whoever he--posthumously--amputated a finger from!
