Lockjaw and Animal Man
Continued from yesterday's cover, we see that the Inhuman pooch was able to get away and find an ally. Regular STF visitors will know that Buddy Baker, originally met the Pet Avengers back in STF #441... and it only stands to reason that he would be one human hero that they know they can turn to in a time of need.

I was expecting fellow canine Krypto with Ace the Bat-hound. Plus Lassie, Rin-tin-tin and maybe even K-9...
Stands to reason Lockjaw would be able to avoid the initial arrest, his being a teleporter and all. But, I wonder how the others got captured?
My guess would be...the judge used an ultra-anodyne ray confiscated from Kang the Conqueror.

So... would Animal Man be able to duplicate Lockjaw's powers? Has there ever been a story where Animal Man picked up Krypto's powers? Does anyone know?
I second Cary's motion.
Animal Man might not literally* be "the one human hero that they know they can turn to in a time of need," but he'd certainly be the best one to turn to when a friend is needed. He'd be the most understanding of their feelings and situation, and the most motivated to help, especially given their previous adventure together. He'd also be more prone to thinking things through and not just charging in and risking having an entire city's police force descend on him.
Alaric brings up an interesting question, though, and it could lead to some interesting twists -- and not just with Lockjaw. Lockheed and Throg were a part of yesterday's menagerie as well (in addition to two whom I didn't recognize), so the powers that Animal Man could exhibit would be... well, pretty interesting.
About Judge Dredd, though... I'm a little surprised that you've never paired him with Batman. The animated series for the latter showed a compelling conflict between Bats and the new villain Lockdown; I think Batman would have a similar attitude about Dredd.
Bob, I thought that the real world Batman/Judge Dredd crossovers were so good that I didn't feel I had anything to add.
@Alaric: Not Krypto, AFAIK. But in DC Comics Presents #77, Superman was transformed into a dragon... and Animal Man was able to copy his powers while he was in that form.

Not Krypto, but in '52' he acquired the ability to use the abilities of any animal, no matter where it was from or how far away the nearest example was... and used the "migration sense" of a 'Sun-Eater' to guide his group back to Earth...
Of course, technically humans -- and most super-humans, too -- are also animals: so, could he even copy the powers of SUPERMAN?!
@Simreeve: maybe...by way of imitating the shape-changing power of Proty II. The latter ability allows him to assume the form of Superman which, in conjunction with Buddy's ability, allows him to use Superman's powers. Albeit, to a somewhat lesser degree.
