There's a new 6-issue mini-series from DC coming out called One Star Squadron. It will be written by Mark Russell with art by Steve Lieber and will feature Power Girl and a handful of other DC B and C-listers in a Heroes for Hire type situation. I can only imagine what Luke Cage would think of Karen Starr's new gig. If it gets good reviews, I'll check it out once collected.

Will this be the Power Girl of post-Darkseid Earth 2 (who became "Karen Starr" on post-Flashpoint Earth 1)?
If you really like the miniseries, Ross, maybe you could try something with the Power Couple leading their respective teams into a big fracas against an army of foes (vibranium-enhanced parademons, perhaps?).
If the Enchantress put a spell on Luke to make him help her with something, would Power Girl be able to break him out of it?

Seriously, though: Is this cover from the concluding half of that two-part adventure (in Ms. Marvel's original run) that saw the introduction of the reptilian Hidden People?
I think you might be referring to MS. MARVEL (V. 1) #21. If so, then the answer to your question is "no." Carol Danvers wasn't posed, on that cover, like Power Girl is in this photo-capture.
Oh! And they weren't called the Hidden People. They were simply...The Saurians!
