Making this cover, it dawned on me - I don't believe that I have ever seen The Silver Surfer using his board to actually surf on ocean waves. I mean, I know it's designed for spanning the spaceways, but I'm sure it would be operational for traditional surf board use as well. Has such a scene ever been depicted in the comics?

Great cover! No, I don't think the Surfer has actually curled a loop on the waves...
The closest thing I can recall is when Norrin Radd brought Stephen Strange _under_ the ocean when rescuing the rest of the Defenders from Attuma and the Red Ghost (just before the now-classic "Avenger/Defenders War").
P.S.--my colleagues are right. This is an awesome cover! Especially the half-open eye effect. Like Lovecraft-meets-Toho. :-)
If you do want to show him actually surfing then one fairly obvious team-up would be with Superboy (Kon-El/Connor Kent) back when the latter was based in Hawai'i.
And have you ever teamed the Silver Surfer up with DC's [parody] the Scarlet Skier? If you did then I can't find it...
I always thought he was DC's self-parody of the Black Racer.
The Scarlet Skiier was the herald of Mr. Nebula, who searched for dull, drab planets to redecorate. Definitely a Galactus/Silver Surfer parody.
