Maybe GG could take another approach, and recruit some villains from places other than Marvel/DC. Shredder, the Mauler Twins, and the Man-Eating Cow come to mind.

@Cary: Maybe not. Remember, in her first appearance on this blog, Waller went face-to-face with the Hulk. In her second, she clocked Nick Fury. She clearly is very much Not To Be Messed With.
