With both characters having bayou roots (pun intended) this is a another cover that belongs in the "what took you so long?!?" bin, Ross.
I don't recognize the werewolf (Jack Russell from his Night Shift days?). But, I know the other combatant. The Spawn of Frankenstein! Although, I'm unsure as to whether or not he was first revived in the mid-20th century by the House of Arcane.

Ross, given this connection, how about giving these two an ongoing partnership? I'm sure there are plenty of possibilities, like fighting Solomon Grundy together or finding themselves transported to the Planet of the Apes. (Or teaming up against the Killer Tomatoes!)
I would guess that the werewolf is just one of the bayou varitey of loup-garou, while Frankie could have been revived by any voodoo Queen.

Actually the character fighting Swamp Thing is the Patchwork Man. He was the brother to Anton Arcane and Abby Arcane Holland's father.

I would rather see Solomon Grundy go after Ben "The Accountant" Affleck (for using his nursery rhyme as an anti-autistic counter-measure).
It's funny. When I read that this cover was for Mardi Gras, I assumed it would be set in Rio de Janeiro, but I couldn't think of many characters other than from the cartoon movie Rio or superheroes with very little artwork available like DC's Green Fury or the Birds of Paradise from Busiek's Astro City.
Just shows how educational this blog is. I now know there is a big Mardi Gras celebration in Louisiana too.
