How did Two-Face pull that off?
Maybe Two-Face could meet Bele and Lokai from Star Trek.
My guess? This coin used to belong to the Silver Sidewinder. An Old West outlaw who twirled a special silver dollar, on his fingertips, in order to mass hypnotize people before robbing them. He even had the Two-Gun Kid under his control for a time!*

Seriously, though; that could be do-able. Remember the red ball of energy that fed on hate (from "Day of the Dove")? What if it learned about Spock's maternal ancestry and tried to get even with Kirk by inflaming Bele and Lokai's hatred for each other in Spock's direction? They use the Guardian of Forever to get back to 21st century Gotham City...and begin searching for a man named Richard Grayson.
Harvey had the change to the coin for a while & saw the changes in behavior. Puppet Master & his clay in use here? So many different things for controlling people done over the years. Could Amazo duplicate the control ability of the coin or the other devices?
It's probably one of those Thanos-built slave discs used by Basil "The Controller" Sandhurst.
I'd love to see these two on opposite sides of the aisle some time -- perhaps in a "Trial of James Gordon" type of scenario, but with some other figure like Spock or Dr. Splitz*.
