That's probably the same reason he was never allowed to join the Expansion Team. He stretched their patience too thin, as well.
How well they'd take to him would depend on where in their history they are. Early on, somebody would probably try to kill him. A bit further on, they'd be annoyed at first but eventually decide, "What the heck, let's just roll with it."
Of course, that's just an uneducated guess.
