Now that you have introduced their new family sibling, how about Cap with the Guardian and Fighting American ALL working together in a Family Act. (The bad guys would be so pissed at you for that.)
Forgetting your audience, I hope you're still getting the same kick in doing these covers as when you started Ross.
Oh, and to answer the question: since he's made people mad a few times by not going along with the program or by questioning things, you have a range of things to choose from. The easiest would be from the Civil War, before he was "killed".
If this were a Marvel film, it's about here that Weird Al Yankovic would start singing a parody of Creedence Clearwater Revival.

Tobor - I still enjoy making covers and think I'm just getting the hang of it... I cringe when I look at most from the first few years.
Is it me or is CA's shield NOT round?
Maybe that's one of the reasons he's an outlaw. He had to steal the crescent-shaped original shield from the Smithsonian (or wherever) due to the loss of the circular one!
it is round. His glove covers the rest of the shield so you don't see the whole shield.
I'd just been looking at this and thinking, "Wow... I hope the glass was from the original Guardian image." Then, reading the text, I find that it wasn't. Double wow. You totally made this work, Ross.
And of course I always find it interesting when the "Shield Bros" are together. One or two more, and they'll be ready for a Chris Evans/Mehcad Brooks photo cover! (It'd be hard to find an excuse to do one of those, though, since both of those versions have now retired.)

@Anon@8:13: More appropriate would be Darkwing Duck and Captain Carrot. I've suggested that pairing before, for a World's Finest pastiche, and I still think it would work on that basis.
@Bob Greenwade ...Indeed! Ross' work on this cover is incredible, especially considering that it wasn't even created from the cover of Captain America Vol 1 # 222 itself, but from the opening comic of the history. I can only imagine the work that gave this composition of images. The details of the broken glass are simply perfect.
Particularly, in relation to the Chris Evans/Mehcad Brooks photo-cover (hard to do, i think), I most suggest the comic's versions of Captain America (Sam Wilson) & Manhattan Guardian (Jake Jordan). Keeping the 'America-Guardian' theme, but both in their black version. Which reminds me of a certain #hashtag recently suggested here.

@Anonymous: a Canadian rock band of the 1960's. Contemporaneous (ALWAYS wanted to use that word!) with CCR, Youngblood, and other such legendary groups.
The Guess Who was also the band (not CCR) who had a hit with the song "American Woman."
PS: Ross, regarding your earlier covers, I've gone back to some early STF issues and the ones I've seen hold up pretty well. B&B/MTIO less so, true, but still....

Ultraman, the Japanese tv/ movie/ comic hero who will be coming soon from Marvel...
and Ultiman and his daughter Ultragirl from Megeton and Big Bang Comics....
and Ultra Boy from DC's Legion of Superheroes....
and Marvel's Ultra Girl from the New Warriors and The Avengers Initiative in either of her costumes....
and any of the Ultrawoman characters from the Japanese franchise....
and from DC's 40's output the long forgotten The Ultra Man...
and some assemblage of these heroes could be throwing down against....
The Evil Ultra Crew (or should that be The Ultra Evil Crew??)
with Ultraman, the Qwardian/
Earth 3 version of Superman from The Crime Syndicate...
and the Ultra Humanite, all three versions brought together through time... The Mad Scientist and the Mad Actress with her transplanted evil brain and the Albino Ape with the transplanted evil brain....
i offer this idea simply as food for thought....

also DC's forgotten 40's hero was known as Gary Concord, the Ultra-man....
Maybe Gary Concord could meet (in the future(?)) the robot Mekanique.
You forgot Ultraa the aborigine-raised alien from pre-COIE Earth Prime.
