Maybe Harvey Birdman could meet She-Hulk: Attorney at Law.
The first thing most people might say is that, given his solar powers, Birdman has the edge should Two-Face pull any chicanery. But, opposing councsel would then be obliged to remind the court that Two-Face had prior dealings with the In-Betweener (@ STF #5050) which may have left him just as cosmically enhanced.
Either way, you've provided irrefutable evidence that this clash would be unusually exciting. :-)
Whoa! What's next; Ghidorah vs. Galactus?
Or Buzz Lightyear vs the Beyonder.
