The chains he's using to strangle them are probably made of vibranium. Which, of course, would make it impossible for Barry and Jay to escape the usual way (vibratory phasing)! However, they could escape by using a super-fast variant of judo or aikido that they might've learned from the Black Canaries (mother and daughter) in between missions.
He probably stole--and muttered--Johnny Quick's old formula. Thereby allowing him to surprise attack them at super-speed! As for Anon's theory that the chains might be vibranium? Not a bad guess.
