I think Creeper could take him.
The Creeper could be enough of a wild card that Carnage can't properly anticipate his moves, but even so, Carnage overpowers the reporter. Ryder may need help. Perhaps the story continues with a line-up of Ditko characters (and Ditko-inspired characters), culminating in Cletus Cassidy's symbiote facing off against Jaime Reyes' symbiote.

Jack is in deep squat! Space boy is ahead of Creeper...will Jack have the right info to take the symbiote? Blue Beetle could make a nice twist.
I have to agree with Ivan and Tobor, Ross. The Creeper might need to recruit some back-up for this clash. And, I can't think of anyone more qualified to provide that back-up than Eternity Comics' answer to Deadpool and the Punisher: the merc known as...Carnage!
I also believe that the characteristics you cite wouldn't be enough to overcome Carnage, but with a little ingenuity Jack probably would be able to stop Cletus from achieving whatever goal he's trying to achieve.
A sequel with Jaime in a "Battle of the Symbiotes" would indeed be an exciting idea!
I think this would be an amazing story to read. I'm imagining a lot of insane laughter. It'd be great.
But I've been reading a lot of Howard the Duck lately, so I have a lot of ideas for team ups with him. For example:
Howard the Duck vs Condiment King (or some other suitably bizarre supervillian)
Howard the Duck and Superman (in a comic crossover inspired by Jerry Siegel coming from Cleveland)
Howard the Duck, Forbush Man and the Inferior Five (Howard and Forbush Man represent Marvel's comedy heroes, and they get to team up with some of DC's comedy heroes).
And Finally: Howard the Duck and The Creeper (I think Jack Ryder wouldn't be out of place in the absurdist yet philosophical world of Howard, honestly).
I'd say Creeper has got it. Carnage is very powerful, but The Creeper is very unpredictable and probably has a surprise or two up his sleeve.

And what might that be, Mr. G? A Venomized judge from Mega-City One? Come to think of it; that's not a bad idea. Carnage and the Creeper versus...Judge Dreddface!
Creepy for the win. I'd like to see him team up with Shang Chi vs The Walking Dead zombies or with Elektra vs the Stilt Man some time.
I'd rather see Shang-Chi vs. Shang Tsung and Quan Chi (from "Mortal Kombat")!
Or maybe just Darth Nihilus vs. the Inferior Five?
