Dick Tracy and The Atom (Part Two)

Well, my first impulse was to go all CLUE and say: "It was Mr. Universe in the lab with a mini-black hole." But, seeing that the Silver Age Atom was not compressed beyond recognition but, instead, abducted using what appears to be brown fly paper, I'll now say: "It was Colonel Mustard hot-dogging it for someone even more powerful."

Simreeve is right. Given that this guy is using carrier pigeons, I'd say he's more likely an analog of Col. Gumm (sending his employer an airmail special delivery)!

True that. And I'm pretty certain this one is supposed to be "Open-Mind Monty" Hepbeat. A diamond smuggler who propagated the urban legend that he had a knife semi-impaled in his cranium! The removal of which would instantly kill him.
