There has been a lot of discussion about how Jack Kirby redefined the language of comics with his action packed angles and layouts. I'd argue that Jim Steranko belongs in that conversation as well. His innovative page layouts were constantly pushing boundaries and presented action and movement incredibly effectively.

Well, the only thing I can say for certain, about the artwork of Messrs Kirby and Steranko, is that it never failed to thrill when I was a pre-teen reader of comics. But, the Atom's word balloon threw me for a loop for a second or two when I first saw it. Because, I initially thought I was looking at a shrunken Riddler!
With regard to its pertinent question, however, I would hazard to guess...they're not actual Hydra goons. They're more likely Kraalian Skrull mercenaries currently working for Darkseid via Intergang!
Re the Atom's word balloon: I had the same thought as you.
Unrelated team-up suggestion: Captain America and Captain Marvel Junior vs. Captain Nazi... In the villain's only appearance here so far he was opposed by CMJ and Namor, so this seems like it would be a reasonable sequel...
At first I thought it was the Hydra goon in the foreground asking that question about why the Hydra Goons were at S.T.A.R. Labs. Oops!
Whatever's going on, that "HYDRA goon" that Ray's dealing with does look an awful lot like the King's work.
Ray does bring up a good point, though, and it might be interesting to see the question explored in a follow-up story.
As would the possible Kraalian Skrull angle. For some reason, they were obsessed with Earth's Prohibition-era gangster culture. And prior to becoming a front for Darkseid's evil-doings, Intergang was founded and led by Old School Metropolis mobster Ugly Bruno Mannheim. So, both being the brainchildren of Jack Kirby, I wouldn't be averse to seeing a sequel.
That featured both of them, I mean.
Per Atom's question, the STAR Labs base could be working with off Earth materials as per that screen on the right.
Jack and Jim made a lot of 'rule changes'! Helped DC to see to make changes there too!
Can you imagine the chaos resulting from Hydra reverse-engineering an Intergang Boom Tube-generating Parent Box?
I'd want to know why the Hydra Goons (or whatever they are) are all wearing uniforms that pretty much make it obvious that they aren't supposed to be there. No way in heck those are S.T.A.R. Labs approved work outfits.
Maybe the costumes were smuggled in, preshrunk, via rings with secret compartments (a la Barry Allen).
So that they're less likely to accidentally shoot each other?
