Well, prior to learning black magic from Kaluu and blowing up all his talismans to keep them out of Urthona's hands, Dr. Strange probably has fewer sins than the rest of the Defenders.
Dr Strange might have some questions for Spectre considering everything he has done. Hulk could be stripped from Banner. Surfer could be in between sering Mr G...Namor...anybody's guess. Spectre might have some different views on each of them. Fabulous idea, Ross.
Good points Detective Tobor. Talk about casting the first stone. The Spectre has been busy here lately, maybe due to the Holidays rapidly approaching. (Plus everything else going on in the world.) Backtracking here on brave and bold shows The Spectre was willing to help the Hulk, but he also called The Shadow on the carpet for prior transgressions. Hmm. But this issue would be an awesome collector's item for sure!
Doesn't the Spectre believe in the concept of double jeopardy? He's judged Namor twice (STF #'s 3425 & 4582) without eliminating him. Ditto for the Silver Surfer (@ STF #'s 2600 & 3378). And _thrice for Dr. Strange_ (@ STF #'s110, 458, and 2079) without punishment!
Not to mention, apparently just plain exonerating the Hulk @ STF #4725.
@Anon 10:40 AM - Perhaps The Spectre is approaching the Defenders when they're having a particularly bad time. He may have a secret strategy of "don't cast out your demons, lest you cast out the best part of yourself."

If he comes from the future perhaps, he blames the four of them for the 6 Hand Finger. Either that or allowing the Son of Satan for joining the Defenders.
Or maybe he's just p***Ed off at them over the Yandroth Crisis (Defenders v. 2/The Order/The Last Defenders @ 2001-08).

He could also be Llan the Sorcerer (from Alpha Flight) employing the Illusions of Ikonn to make himself resemble the Spectre! Especially if he's returning to Earth from 10,000 AD (the same time period as an alternate version of Central City, California @ FF v.1/#293-94).
Namor, attacking the surface world in the earliest days of his "career", certainly killed some people who probably didn't deserve that. He was actually caught, charged with murder, convicted, and sent to the electric chair... but, obviously, survived that punishment. (A few years ago somebody published a series of hardback volumes reprinting sets of stories from the earliest days of Timely Comics...)
