Well, it's no wonder that these two keep finding themselves at odds! Their head-concealing get ups really don't allow for much in the way of facial cues, so I have to imagine that leads to a lot of misunderstanding.

He'd be smarter to high-tail it the heck out of there! Because, for the two seconds I looked at this cover-sim, I thought they were being menaced by a four-headed sea monster. But, a giant four-fingered hand?!
The rest of the body must look like a cross between Galactus and the Creature From The Black Lagoon.
That should, of course, have read "...first two seconds..." Brilliantly dramatized action scenes like this always get my fingers typing faster than my brain can think.

Somewhere in the future -- not soon, but eventually -- I hope to see a cover the "Mr. Universe vs. The Death-Dealer of the Deep"! No published heroes; just those two villains original to the STFU.
Then again, I'm also just short of holding my breath for another appearance by Iron Beetle.
I'm not even sure what the Death Dealer of the Deep looks like - So far we've only seen bits and pieces of him.
Unrelated team-up suggestion: Max Mercury (who was known as 'Quicksilver' in the WW2 era) and the later-originating Quicksilver (Pietro).
Well, yeah, Ross, I pretty much understand that; it's one of several reasons that I'd expect that to be a ways off in the future, so you can flesh DDD out a bit, both figuratively and literally.
