Green Arrow Vs. Hobgoblin
I remember being intrigued by the mystery of The Hobgoblin back in the day, even if the ultimate reveal wasn't as interesting as some of the speculation. I can only imagine who would be behind the mask in the scenario presented above!
With Spider-Man: Brand New Day coming out this year, I can only speculate about this; but No Way Home did rather foreshadow Ned Leeds becoming Hobgoblin. My guess is that BND will be where that's paid off -- though whether at the beginning or the end, I can't predict.
It’s Spider-Man. Since these crossovers involve characters from two separate comic companies, it cannot be anyone from the DCU. Hobgoblin is a Spider-Man foe, so there’s a connection. Most importantly, in August Green Arrow and Spider-Man appeared together in this bog, so that accounts for the recent team up.
I would guess...Roy Harper. Brainwashed by a Space Phantom posing as a mentally relapsed Harry Osborn!*

The only problem I have about that is Ned was never the Hobgoblin. He was framed by the Foreigner.
