Dick Tracy and Conan
Despite all of their differences, for some reason I think that these two could find some common ground. As long as they were up against a mutual enemy, anyway.
Conan would have to be representing the proper authorities though. Tracy would also have to be holding something important for Conan not to laugh at him because of his size(?).
Conan's perfectly happy the represent the proper authorities, so long as they're paying him a reasonable amount to do it. Or if the story takes place after he's achieved his kingship, in which case he IS the proper authorities.
I think they'd bond over a shared sense of... realism? I'm not sure that's the word I'm looking for, but for all the many, many differences in their outlooks, there's a certain similar quality, as well. And they can both be similarly inexorable.
I can see Tracy winding up in the Hyborian Age as the result of some stolen mystical talisman like, say, the Lamp of Larko (first encountered by the Dynamic Duo in Detective Comics v.1/#322). And Larko turning out to be one of Conan's rogues' gallery of evil wizards.
Somewhere out there, someone is missing a cake; as Tracy implies, when it comes to unexpected pairings, said cake was taken by this cover.
There are a few possibilities that might upset that title, though: Tweety becomes Captain Universe. Snoopy joins the Blackhawks. Jonah Hex and the Starjammers. Roger Rabbit vs. Godzilla. The Inferior Five in the Land of the Lost. Mars Attacks Discworld.
Only slightly more sensibly: King Kong on the Planet of the Apes.
The Return to the Planet of the Apes carton had its own King Kong character in a couple of episodes as well way back in 1975. It was worshipped by a group of apes with a pacifist culture much like the one found in Shangri-La.

BOOM! studios already put out a Kong on the Planet of the Apes series a bit under a decade ago.
