Zatanna and Medusa
Like most comic fans, I always liked the tuxedo and fishnets look for Zatanna. As a kid, I did wonder about the practicality of the top hat however. I just imagined that it would be tough to keep in place while the magical heroine was in action.
I was thinking basically the same thing. A spell that prevents the hat from falling off or, for that mattered, being lost or damaged should be simple for the likes of her. And maybe she can even pull rabbits or other useful things out of there like Batman does with his utility belt or (more successfully) Presto from Dungeons and Dragons. And after all we never seem to worry about Zatara (or Mandrake for that matter) having the same problem.
Well, now we know why they became partners. To help rescue these lovely ladies! Wait a minute, though. Isn't that Rintrah the Minotaur at the far upper left and Greg the Gangly Gargoyle at the far lower right?
It's not just the hat, she's fighting in high heels & the tails are something that could get grabbed or easily caught in a door or on a branch. The dumb bow tie could be used to strangle her pretty easily. It's a dumb & sexist look to be battling demons & humans. Fishnets also easily tear. Her 1978 JLA membership look had no heels, no tearable fishnets, no hat, no tails, no bow tie & her hair back in a ponytail (which kept it out of her eyes in fast-moving battles).
It made the most sense for her type of magical & human encounters. & yes, Zatara & others are just as cringeworthy for their choice of battle garb. It seems like writers (& artists) have to have them always look magical rather than look like they can fight, run & dodge (with all that unnecessary junk on them).
The thing I liked about Zatana was that you never knew where she'd turn up next. DC also tried another Magical Maiden, the Enchantress, but she never really did catch on.
Since Zatana spent a lot of time searching for her dad, maybe she was involved with searching purgatory as well. Wpuldn't be surprising to encounter any beings there that would say "You are going to stay here!" How Medusa would fit in could be INHUMAN!!
In this case, she might have been interdimensionally teleported here by Maximus after he had her abducted and mind-wiped, shortly before her first attempt to wed Blackbolt. In the real world, Medusa didn't debut until March 1965 (as a member of the Frightful Four in FF v.1/#36). Zatanna's debut was roughly four months earlier in Hawkman v.1/#4. So, it's conceivable that Zee might have still been searching for her father in this particular dimension when she came across Medusa.
Maybe she placed a precautionary spell on it. Like, say; "ekaM ym pot tah eht orcleV-demmirb noisrev fo s'bojddO relwob ybred."

On the other hand, if I were a super-villain? I'd unconditionally surrender to her after just one look at her fishnets. Rowr-rowr!
