Didn't you consolidate an image of this monster before?
Wild guess: for some reason, the Living Pharaoh is trying to take over Suicide Slum in Metropolis. Threatening a newly opened free clinic, there, run by Dr. Donald Blake.
Would Black Lightning help recharge Thor or the other way around? Would Black Lightning have a good partnership with Storm?
The Devourer, eh? Sounds like a job for Matter-Eater Lad!
Like idea of Matter-Eater Lad. Now we need a second part with Black Lightning and The Thing. Never can have enough DICK DILLIN art.

@Anon926: I believe you're right. This monster was called Siapep the Devourer and he was a one-shot minion of Seth of Heliopolis.
Although, I thought the original artist was Bill Mantlo.
